The protagonist of the satire, which takes place in Hungary in the 1990s, is an unemployed and unlucky intellectual. He saves a man from committing suicide in the Danube, but instead of gratitude, he is met with anger. That is when he feels he has become fed up with always getting the short end of the stick, and decides to turn over a new leaf. Under the name Dr. Scapegoat, he opens an office, and offers his services to all of those who want others to be responsible for their mistakes. First, he is pulling the wool over the eyes of cheated car-buyers, then undertakes to act as the scapegoat for the spoiled marriage of a wealthy businessman. Here he learns to know Piroska, the baby-sitter of the family. They soon fall in love. A police colonel, however, arrests him, and in the prison he gets acquainted with the mysterious maffia-boss, named Basiliscus. The boss offers a deal: Our hero will be set free, what is more a successful business career is awaiting him, if he performs every one of his orders. For a long time, business is great, and in spite of a few minor conflicts, our heros star is shining ever brighter. Piroska gets tired of a web of lies and leaves him. Yet when he is asked to take on the dirty affairs of the highest political leadership, he escapes the scene. He regrets everything, meets Piroska again and the two fly away in an air-balloon.
