Across the Line: The Exodus of Charlie Wright

Fleeing the US in search of a woman he left 20 years before, investment fraudster Charlie Wright (Aidan Quinn) surfaces in Tijuana, along with his $2 billion haul in cash. Unfortunately for Charlie, top FBI agent Hobbs (Mario Van Peebles) is hot on his trail, closely followed by local crime boss Jorge Garza (Andy Garcia), and Russian hit-man Damon (Luke Goss).
