The director used this compilation of archive films to demonstrate the indispensability of the work that the UNRRA (the organization of the United Nations focussing on reconstruction) accomplished in the devastated areas of the world, after the war. In terrifying images, he makes clear that with the end of the military war, a new battle had to be fought, that one against the 'pale horseman': epidemic diseases. In a world in ruins, where people suffered from a lack of hygiene, all sorts of contagious diseases severely endangered mankind. Jacoby advocates international cooperation and support to enable quick improvement. (International Documentary Film Festival Amsterdam)
