1938, Vienna. The Nazis arrest and imprison the world famous Professor Benda, but due to the intervention of the Prince of Windsor he is soon released. The Governor, recognising the significance of Benda's personality, sends him to the Conference of Refugees held in Evian near Geneva with a secret mission. Benda has to convince the representatives of the participating states to purchase the lives of half a million Jews for the price of ten million dollars from Germany. He argues and negotiates in vain, he is not able to convince anyone, including the representatives of the Jewish people, that the only remaining means to save millions of lives is to accept the devilish business (on one hand, Germany will use the money for armament and triggering off the war, on the other a large group of people are treated as commodity at the middle of the 20th century). Benda, with his mission unfulfilled, having refused an invitation to go to America with his family, gets on the train towards Vienna. Before he embarks on the journey, he is met with death.
