It is 1975 and young policewoman Kristen Cates (Jennifer Jason Leigh) is partnered with veteran cop Jim Raynor (Jason Patric) to catch a big-time drug dealer. Going undercover, they are both forced to use drugs in order to be convincing and gain trust, but they become increasingly dependent, while the dealer remains elusive.
