Well, I don't know, I was expecting a crime thriller full of tension and an unpleasant atmosphere, but with each episode it seems like the creators wanted to show an incompetent police force and political pressure from the "bad guys" in order to win over society, as the police have not been at the top of the popularity chart in recent years.
