In an effort to revive his failing career, and still plagued by his wife's murder, politician Langdon introduces a public order bill in parliament which would reinstitute the death penalty. Advised that the bill has little chance of passing unless some violent incident stirs public anger, Langdon sets about creating such an outrage. (British Film Institute (BFI))
