I think I finally understand, the biggest killer is undoubtedly Inspector Campbell, who, unlike the gangsters, has added another notch to his belt, while Thomas Shelby behaves like an experienced ruler following the divide and conquer formula, choosing strategically advantageous marriage instead of violence. I'm enjoying it more and more, but I would really welcome a larger portion of action.

Proper and precise building of a grounded, sordid and dramatic, actually in a way spy story. The last two episodes are set to be a real inferno.
